The workshop took place on 24 September 2025 and focused on the following topics:

  • Sanctions and Russia’s shadow fleet
  • Developments in Gulf of Finland Security: Shadow Fleet, GNSS Disruptions, and Hybrid Threats
  • Global Navigation Satellite System (GNSS) Interference in the Polish Maritime Areas of the Gulf of Gdansk
  • Beyond shadows: Sanctions, grey zone tactics, and the transnational challenge of substandard shipping

The presentations looked at the sanctions on oil and petroleum products and the development of Russia’s shadow fleet in the Baltic Sea Region, the maritime security and safety challenges it raises and related enforcement measures that can be adopted. They also examined how effective is the current international and EU regulatory framework in dealing with maritime security and safety.

The presentations were followed by questions from the Members and a stimulating debate.
