The workshop took place on 15 May 2025 with two topics on the agenda:

  • Support measures under the new CAP by Professor Angelo FRASCARELLI, Department of Agricultural, Food and Environmental Sciences at the University of Perugia, Italy
  • Supporting Competitiveness and Resilience in Farming by Professor Thia Hennessy, University College, Ireland

 The workshop aimed to provide AGRI Committee Members with insights into key future challenges to be addressed in the context of the post-2027 CAP.

In the first panel, Professor Angelo Frascarelli presented an overview of CAP support measures, with a focus on first-pillar interventions. He outlined potential improvements to these measures in the context of the upcoming CAP reform and explored future options for integrating carbon farming under the CAP.

In the second panel, Professor Thia Hennessy from University College Cork addressed major challenges to the competitiveness of European farms, such as dependence on external inputs and rising production costs, and discussed possible strategies to enhance the resilience of EU farmers.

A lively debate followed the presentations, with strong participation from MEPs. They shared their views on a range of important issues, including income support for farmers, the balance between sustainability and competitiveness, the future CAP budget, and the implications of trade agreements for the post-2027 CAP. Furthermore, many questions were also related to how to make carbon farming more attractive to farmers.

MEPs expressed great interest in the workshop and extended their appreciation for the expert contributions, which they considered highly valuable in informing their future decisions on the CAP reform.
