[Contract] EU Economic Policies and Social Objectives: Macroeconomic Governance, EU Social Bonds and Social Investments

Deliver a study on “EU Economic Policies and Social Objectives: Macroeconomic Governance, EU Social Bonds and Social Investments”. The general objective is to provide the Members of the Committee on Employment and Social Affairs of the European Parliament with an empirically sound and policy relevant analysis on the current and potential capacity of EU economic policies to support social objectives in Member States and at the EU level. The analysis should assess how social objectives are incorporated into the EU macroeconomic governance framework; assess the potential of social bonds to complement public spending, both as instruments the EU has as a borrower on financial markets, and as a tool to mobilise private investments in the welfare sector; assess the extent to which the EU (especially through the two abovementioned policy levers) is supporting social investments.

Minimum requirements: team of minimum 3 experts with post-graduate university degrees and proven professional experience that are clearly relevant to the topic (macroeconomics, social policy, finance). Participation to this procedure is open exclusively to natural and legal persons coming within the scope of the EU Treaties, to natural and legal persons established in a third country which has a special agreement with the EU in the field of public procurement, and to international organisations. This means that access to this procedure is granted to entities based in EU Members States; Overseas Countries and Territories; EEA Members: Iceland, Norway and Liechtenstein; Countries under SAA: North Macedonia, Albania, Montenegro, Serbia, Bosnia and Herzegovina and Kosovo. Others can participate only as subcontractors.
