The presentation of the study “Navigating the European Commission’s MFF Proposal for 2028-2034. Mapping Risks and Opportunities for Cohesion Policy and Regional Development” took place on 17 March 2026 and focused on the following topics:
The authors outlined how the draft National Regional Partnership Plan (NRPP) Regulation (as proposed by the Commission for the 2028-2034 MFF) restructures support relevant to Cohesion Policy and regional development. The authors offered concrete policy recommendations to enhance the Proposal’s effectiveness in achieving the goals of Cohesion Policy. More specifically, the presentation focused on the following topics:
- Pursuing cohesion objectives through the NRPPs
- Governance of the NRPPs
- Integrated and flexible programming
- Shift to a performance-based delivery mode
- Synergies with the European Competitiveness Fund
- Role of the European Parliament
The presentation was followed by questions from the Members and a stimulating debate, including on the lack of a clear intervention logic for Cohesion Policy, funding for rural areas and local development strategies, the disappearance of the Just Transition Fund, the future of Outermost Regions in the governance of the national plans, the clarity on the right to stay, and the impact of the changing architecture on reaching the Cohesion Policy objectives.
