Subject of contract
Deliver a study on "Governance: the reform process of the CAP post 2020 seen from an inter-institutional angle". The overall objective of this research project is to to deliver a study focused on: a) the specific institutional background of the CAP post 2020 reform process; b) the decision-making dynamics of this CAP reform at EU institutional level (European Council - Council - European Parliament- Commission) within their main playing fields; c) the development of the respective trilogues on the new CAP regulations; and d) the assessment of how the outcome of the latest CAP reform has been influenced by the European Parliament (EP) under the 'ordinary legislative procedure' (co-decision). Based on the answers to the previous questions, to formulate specific recommendations to contribute to improve the EU decision-making process from an EP perspective as well as to continue the CAP reform process beyond 2027. This study of around 80 pages (maximum) shall be delivered to the European Parliament's Agricultural Committee (COMAGRI) in March 2022. Minimum requirements: team of minimum three experts with sound educational/professional qualifications and experience that are clearly relevant to EU decision-making process, CAP reforms and agricultural and rural policies in general.
