Subject of contract
Deliver a study on "Social challenges in cities", of around 70 pages (maximum), to the European Parliament's Committee on Regional Development in March 2022.

The overall objective of this study is to provide an analysis of social challenges faced by EU cities, in particular those linked to the needs of the most vulnerable social groups; and of actions taken by cities to tackle these challenges.

The study will look into challenges linked to social exclusion, youth unemployment, risk of poverty, with a main focus on the Roma, migrants and refugees, identifying novel case studies of cities, and taking account of deprived urban neighbourhoods. The study will look into, where relevant, the role of European Union cohesion policy instruments in tackling the identified challenges.

Recommendations are to be provided to the Committee related to issues such as the use of Cohesion Policy instruments in the 2021-2027 programming period and policy dialogue with cities about the social challenges.

Minimum selection criteria: propose a team of experts with sound professional experience and a proven publishing record, and with demonstrated knowledge about the challenges Roma people, migrants and refugees face in an urban context in different parts of the EU. .
