WORKSHOP: Brussels, 22 February 2018, 9:00-11:00

The widespread use of digital technologies is changing the conditions of childhood across the EU and globally. Rapid technological development offers extraordinary new opportunities for children in relation to learning and information, entertainment and play, communication and participation. Simultaneously, it poses risks to minors’ safety, wellbeing and rights and presents a range of legal, regulatory and safeguarding challenges. A workshop, organized by the EP’s Policy Department for Structural and Cohesion Policies was held on 22 February 2018 and focused on four following issues:

  • Child safety online: definition of the problem
  • Young Children (0-8) and Digital technology
  • Solutions and policy dilemmas regarding minors’ protection online”
  • Recommendations for EU policy developments on the protection of minors in the digital age”.

The experts investigated on the question of definition and scope of children’s online safety as a policy issue, presented new data on digital engagement of young children, analysed the various regulatory instruments that may be adopted to realise the full range of child rights in the digital environment, identified a number of policy dilemmas that arise in this context and provided recommendations for the EU policy on the protection of minors online.

The debate that followed the expert presentations referred to, among others, share of best practices between members States, education policies regarding media literacy, carers’ and teacher’s digital empowerment, involvement and responsibility share between all relevant stakeholders (public authorities, industry, carers, schools…), support for research, age relevance of different technology and regulatory tools, fragmentation of existing codes of conduct and need for minimum standards and regulations.
