Subject of contract
Deliver a study on "Territorial needs & ring-fencing requirements: experience with implementation in ERDF and ESF”, of around 90 pages. The overall aim of this study is to assess the implementation of the ring-fencing requirements for the Structural Funds in place in 2014-20, with special focus on the ESF shares, providing critical assessment of whether EU level ring-fencing can be reconciled with territorial needs as well as to provide Members with conclusions and recommendations about the potential policy evolution post 2020.
The main research objectives will be to :
1. To provide a synthetic overview of ring-fencing requirements applicable to the Structural Funds in the 2014-20 period, including key findings of available evidence on their implementation, with a special focus on ESH share;
2. To provide critical assessment of the provisions on ESF share, its implementation, and influence on investment choices during programming; 3. To provide forward looking conclusions and recommendations for the post 2020 EU Cohesion Policy; Minimum selection criteria: propose a team of experts with sound professional experience and a proven publishing record, including a project leader with at least 10 years of relevant experience.
