Deliver a study on "Modal shift in European transport: a way forward". This study will investigate EU's progress in shifting road transport to more environment friendly modes as foreseen in the 2011 White Paper on transport. It should examine the developments in both passenger and freight transport, evaluate any further potential for modal shift in the EU, and analyse any need for additional measures that could further stimulate the process. Various factors influencing this modal shift would have to be examined, including, inter alia, the implementation of railway freight corridors, the performance of TEN-T infrastructure and the application of infrastructure access charges in all modes. Moreover, the situation in all Member States would be analysed in detail to extract the best practices in respect to modal shift. |
